1/2019 Apologies for Absence.

  1. Lorraine Watling (Parish Clerk and Responsible Financial Officer).

2/2019 Co-option of a Parish Councillor.

Jennifer Campbell expressed an interest in joining the Parish Council. It was resolved to co-opt Jennifer Campbell subject to confirmation of her being added to the electoral role.

6/2019 Public Participation.

P18/V2931/FUL. Removal of condition 14 (age restricted units) – on application ref. P15/V2077/O. 2 members of the public expressed an interest in this planning application. It was noted that the Planning minutes from 10th December 2018 state:

7/2019 Minutes.

The minutes of the previous Parish Council Meeting were approved and signed by the Chairman with the following comments and amendment:

  1. Not Present List. Matthew Lowy should have been listed as ‘Not Present’.
  2. Inconsistency of the letters ‘Cllr’ in front of Councillor’s names.
  3. Inconsistency of full names or just surnames used.
  4. Christopher Price and Robin Butler incorrectly recorded as councillors under 224/2018 Allotment Working Group.
  5. Fence along the new footpath link between Barrow Road and Corneville Road. The draft minute was revised. It was noted that the fence along the new footpath link between Barrow Road and Corneville Road is in dispute. The Parish Council agreed to inspect the fence and consider repairing it.
    ACTION: Colin Arnold to inspect the fence and report to the Council.

8/2019 Action Checklist from the Previous Meeting – Appendix A.

The action checklist was noted and specific issues are reported below:

Dog Faeces.

Adrian Cooke suggested putting a dog poo bin at the junction of Kiln Lane and Lockway.

The VWHDC have refused an extension so a new application will need to be submitted.


9/2019 Finance & Personnel Committee – Appendix B. (Patricia Athawes).

  1. Payments. The list of payments circulated prior to the meeting was approved. The 2 councillors nominated to approve online payments were Patricia Athawes and Graham Webb.
  2. Bank Reconciliation. The Council noted the bank reconciliation that had been circulated prior to the meeting.
  3. Disposition of Council Funds. The council noted the disposition of council funds that had been circulated prior to the meeting.

10/2019 Public Art Working Group (Pervin Shahin).

Nothing to report.


11/2019 Leisure & General Purposes Working Group (Richard Williams).

  1. Village Caretaker report was noted.
  2. Litter Picking Sticks. It was agreed to procure 2 litter picking sticks from A.L. Vickery & Son at a cost of £15.00 each.
    ACTION: Deputy Clerk to procure 2 litter picking sticks and ask OCC / Biffa where they get their sticks from.

12/2019 Rights of Way & Conservation Working Group (Graham Webb).

Nothing to report.


13/2019 Allotment Working Group (Richard Williams).

Allotment Tenancy Agreement. It was noted that the Clerk sent an email on 13th December 2018 to the Council with an amended Allotment Tenancy Agreement attached. It was agreed to defer its approval to the next meeting.

ACTION: All Councillors to peruse amended Allotment Tenancy Agreement.


14/2019 Projects Board Committee (Colin Arnold).

  1. Walnut Meadow / Miller Homes. It was noted that there will be a meeting in February between the Parish Council and Miller Homes / JLES (Sub contractor for Miller Homes).
  2. Walnut Meadow Children’s Playground is now open.
  3. Village Hall. It was noted that we need to decide how to spend the S106 monies for the Village Hall improvements.
    ACTION: Colin Arnold and Graham Webb to discuss improvements with Tony Holmes (Village Hall committee member).

15/2019 Planning Committee – Appendix C. (Richard Williams).

It was noted that there were no new planning applications submitted since the last meeting so there was no Planning Committee meeting held this month.


16/2019 Trees of Remembrance Project (Colin Arnold).

It was suggested to purchase a couple of more substantial trees to replace the saplings provided by OCC in the Autumn.

ACTION: All Councillors to think about tree species and locations to plant them.


17/2019 Deputy Clerk’s Colour Printer / Scanner (Christopher Price).

It was agreed to write off the Deputy Clerk’s printer that is over 6 years old as it is slow and expensive to use.


18/2019 Correspondence.

All correspondence had been circulated prior to the meeting via email.


19/2019 Items to be Noted from Parish Councillors.

  1. Pedestrian Crossing for the High Street (B4016). It was noted that there is no safe crossing for the new residents on the new Dovecote development (south of High Street development) to cross the High Street (B4016).
    ACTION: Deputy Clerk to add item to next months agenda.
  2. Manor Farm Flood Light. It was noted that a flood light is dazzling drivers making the Abingdon Road (B4017) pedestrian crossing unsafe.
    ACTION: Tamsin Crane to speak to Cala Homes.
  3. Police. It was noted that undercover police cars appear to be tailgating drivers. This is something that the Parish Council considers to be unacceptable.
    ACTION: Matthew Lowy to draft a letter to be sent from the Parish Council to the Police.

Tile on Lytch Gate.

Graham Webb to ask a suitably qualified local professional to confirm that the broken tile on the roof of the lytch gate is stable and does not pose a potential hazard.

All Councillors to consider the amended Allotment Tenancy Agreement.

Planning Committee Report

P18/V2365/FUL.

Installation of a synchronous gas powered standby generation facility, plus ancillary infrastructure and equipment. Land at Steventon Road Drayton Abingdon OX13 6RN.

PC: Objection:

This extends the built up area of the village outside the developed envelope and therefore should be not allowed. The unit is a commercial generator and has no place within a village and is a potential source of noise and risk that is not appropriate in proximity to houses. It appears to bring no benefits to the village and contrary to the neighbourhood plan is not in any way in keeping with any of the other developments in the village. It is more appropriate for a unit such as this to be placed in proximity to other industrial developments, and as there is a national grid there is no justification for placing it in a village. The unit is gas powered, this means either the unnecessary risk of storage of pressurised gas containers in close proximity to a major road and residential property… or major works to connect it to a main gas supply. Is there a secret high-pressure gas main under the A34 there? In the absence of any consultation or explanation in the application documents, we have no idea as to the purpose or long term plans for this facility and so have no context to the application.

P18/V2539/FUL.

Demolish existing pair of semi-detached cottages (3 & 4 Mill Lane) including garages and outbuildings. Construct 2, four bedroom detached dwellings and garages. 3 & 4 Mill Lane Sutton Courtenay Abingdon Oxon OX14 4BE.

PC: Objection:

Drayton Parish Council has concerns regarding the impact of flooding on the area, and would not wish to see the chances of flooding increase. We also have concerns about development outside the main villages of both Drayton and Sutton Courtenay, if the development is allowed, then at the very least, the situation should be carefully monitored with a view to limiting further expansion.

P18/V2563/FUL.
