133/2019 Apologies for Absence.

134/2019 Co-option of Additional Councillors

(continued). It was agreed to co-opt Garin Schoonhoven and Irma Vastakaite onto Drayton Parish Council. They signed their Acceptance of Office forms and joined the meeting.


135/2019 Declarations of Interest, dispensations or Use of Delegated Powers.

None.


136/2019 News from OCC Councillor.

Richard Webber was not present. It was noted that the following items need to be discussed with him: Update on traffic calming including white lines, update on the proposed barrier at the end of FP14 where it meets Henleys Lane / Church Lane, speeding, update on the new pedestrian crossing on the Abingdon Road (B4017) at Manor Farm / Hilliat Fields that needs redoing as per the plans, update on the proposed pedestrian crossing for the High Street (B4016).


137/2019 News from VWHDC Councillor (Adrian Cooke).

  1. Cala Homes, Manor Farm, Gravel Lane Footpath. It was noted that District Councillor Catherine Webber is investigating the possible breaches of planning permission.
  2. Affinity Water. It was noted that the VWHDC have responded to the reservoir consultation and would like a public inquiry.
  3. Express way. Update received
  4. Dog Poo Bins. Biffa / VWHDC have not responded to the Deputy Clerk’s email about additional bins.

    ACTION: Adrian Cook to follow this up with Biffa / VWHDC.


138/2019 Projects Board Committee (Colin Arnold).

The s106 projects list was reviewed. Phase 1 of the tree planting at Hilliat Fields is complete, the Public Art Working Group are progressing that project, the nursery school and village hall will lead on the projects that relate to their areas and apply for the s106 contributions for these. Other projects will eventually come on line as the funds are received.

  1. Manor Farm Car Park. It was noted that Cala Homes have not responded to the Clerk’s email.

    ACTION: Clerk to email Cala Homes again and request that they put a soak away / drain in.

  2. Millers Homes. It was noted that the sports pavilion and football pitches are now 2 years behind scheduled due to Miller Homes issues which means that the planning application has expired. Colin Arnold listed the various current issues and enforcement action was discussed.

    ACTION: Adrian Cooke to confirm what the District Council can do to escalate this matter and get it resolved.

  3. Pervin Shahin arrived at 7:58pm.

  4. Project Manager. It was noted that a project manager will eventually be employed by the PC to manage the installation of the sports pitches, car park and MUGA and oversee the planning and construction of the new pavilion, all of which will be at Walnut Meadows. The continued delays by Millers mean that this role is not needed at present, but the council recognised the need to plan for it so that an appointment can be progressed quickly when the time comes.
  5. Key for the Walnut Meadow Playground Litter Bin. It was noted that the Parish Council has not been provided with a key for the new bin. It was also noted that the Deputy Clerk asked Miller Homes for a key on 8th May 2019.

139/2019 Public Participation.

Cala Homes, Manor Farm, Gravel Lane Footpath. 3 parishioners raised concerns with the site boundary, the movement of soil levels and the damage to Gravel Lane footpath. It was noted that Paul Bignall (VWHDC Planning enforcement) has visited the site and Cala Homes need to submit a retrospective planning application for the unauthorised raising of land levels.

140/2019 Minutes of the Previous Parish Council Meeting.

The minutes of the May Parish Council Meeting were approved and signed by the Chairperson.

141/2019 Action Checklist from the Previous Meeting – Appendix A.

The action checklist was noted and specific issues reported below:

Tile on Lych Gate.

The tile has been repaired.

Conifer Trees that are on the boundary with 85A Barrow Road.

Treescape have looked at the trees and will submit a quotation, Jenks will take a look on 2nd June 2019.

Seating at Bus Stops.

It was noted that a representative from ‘Externiture’ will meet Shane McAleavey in early July 2019 to look at the feasibility of installing seating.

P19/V0555/HH. Conversion of roof space existing bungalow into an additional bedroom with shower room, with new dormer window to rear elevation.

The Clerk has received a response from the VWHDC.

Pedestrian Crossing for the High Street (B4016).

ACTION: Shane McAleavey, Garin Schoonhoven, Irma Vastakaite to suggest location.

Pond on Sutton Wick Lane.

It was noted that the pond is part of common land 77 and is registered to the Parish Council. It was also noted that the PC will need to do a risk assessment.


142/2019 Finance & Personnel Committee – Appendix B (Patricia Athawes).

  1. Payments. The list of payments circulated prior to the meeting was approved. The 2 councillors nominated to approve online payments were Patricia Athawes and Graham Webb.
  2. Bank Reconciliation. The Council noted the bank reconciliation that had been circulated prior to the meeting.
  3. Disposition of Council Funds. The council noted the disposition of council funds that had been circulated prior to the meeting.
  4. Minutes of the Finance and Personnel Committee. The draft minutes from the meeting of the Finance and Personnel Committee Meeting held on 19th June 2019 were noted.
  5. s137 Grant Application – Resolve Mediation – Community Mediation Skills Training, Berkshire and Oxfordshire Mediation Service. It was agreed not to support this on this occasion although they can reapply with details of how many Drayton residents it has directly benefited.
  6. s137 Grant Application – Stonehill Community Gardens. Request for a £349.00 s137 grant. It was agreed to invite Joanna Tamburino (Fundraiser, Stonehill Community Gardens team) to the next meeting so that they can provide further details about their grant application.

    ACTION: Deputy Clerk to invite Joanna Tamburino to the next meeting.


143/2019 Public Art Working Group.

Pervin Shahin’s report was noted. Stuart Walker from the VWHDC Planning Department had requested details about where the installations would be sited and these had been supplied. It was noted that their will no longer be a mosaic on a wall in the Village Hall as the person who had originally offered to lead this project is no longer able to do so.


144/2019 Rights of Way & Conservation Working Group.

Graham Webb’s report noted that there were no current issues.


145/2019 Planning Committee – Appendix C. (Matthew Lowy).

It was noted that there was no Planning Committee meeting held this month.

PC: Response:

146/2019 Common Land 77.

It was noted that the Parish Council cuts the grass twice a month during the growing season. It was agreed to take no further action.


147/2019 Climate Change.

It was noted that the VWHDC and OCC have declared climate change emergences. It was agreed that the PC supports this and will monitor the situation.


148/2019 Extra Bins at the Church.

The council had received the pro-warden for St Peter’s Church advising that the three compost bins in the churchyard are being used for mixed waste and that when these bins are full leave the waste materials by the bins. As there is no organised collection of waste from the churchyard this task is undertaken by members of the congregation. The PC was asked whether it could provide suitable rubbish bins and site these just to the north side of the gate that separates the Church graveyard from the Parish graveyard. During the discussions about this item a councillor remembered that there used to be a waste bin and also a recycling bin in the churchyard. It was agreed that further information was required to confirm what happens about emptying these bins, who puts them out for emptying and why Biffa will not empty them. The PC was not inclined to fund additional bins but may re-consider if more detailed information is supplied.


149/2019 Pond at Sutton Wick.

It was noted that the pond is part of common land 77 and is registered to the Parish Council. It was also noted that the Parish Council may want to install a lifebuoy and signage.

ACTION: Clerk to respond to parishioner to confirm ownership.


150/2019 Correspondence.

Lyford Close to Corneville Road Footpath. The council had received an email from a parishioner raising concerns about speeding in Corneville Road. He noted that since the building of the Miller Homes development the school route now follows a footpath to the top of Corneville Road, and then half way down the road and then joins another footpath towards the school. The entrance to this footpath is quite blind to both footpath and road users and the resident was concerned about the safety of children who may run into the road. He asked the PC to look at:

  1. Barriers at the end of the footpath (accepting that the need for disabled access may prevent this).
  2. Traffic calming either side of the footpath.
  3. Reducing the speed limit to a maximum of 20 mph.
He said that speed was the main issue. It was noted that this is a matter for OCC Highways.

ACTION: Deputy Clerk to respond and forward correspondence onto OCC highways.

Additional Consecrated Land.

Clerk working with the Diocese office to process the application for the Bishop of Dorchester to consecrate additional land at the existing burial ground. Ongoing.

Conifer Trees that are on the boundary with 85A Barrow Road.
