60/2020 Apologies for Absence.
Councillors not present are either unwell or self-isolating per government recommendations.
61/2020 Declarations of Interest, dispensations or Use of Delegated Powers.
None.
62/2020 Designation of the Finance and Personnel Committee to be the Emergency Committee of the Parish Council.
It was agreed to appoint Richard Wade onto the Finance and Personnel Committee. It was resolved to designate the Finance and Personnel Committee to be the Emergency Committee of the Parish Council.

63/2020 Delegation whereby the council empowers the clerk/RFO/Finance and Personnel committee to do anything expedient and necessary to ensure the continuous business of the council, and to deal with mandatory undertakings in order to prevent the authority from incurring liability during the period that the delegation is applicable.
It was resolved to approve such delegation, subject only to the following proviso: that the RFO would be required to consult the Finance and Personnel committee chairperson or 2 of its members.
64/2020 That any two members of the Finance Committee who are bank signatories are authorised to approve the payments to be made during the period that the delegation is applicable (this is required as the payments all need on-line approval by 2 Cllrs).
This was resolved.

65/2020 Children Playgrounds.
It was noted that Adrian Cooke (VWHDC) sent an email on 23rd March 2020 requesting that the Council shut all play equipment as soon as possible, as it is not reasonable to expect children to continually adhere to the government mandated 2m social distancing rule while playing. It was agreed to close the children’s playgrounds.
ACTION: Deputy Clerk to close the children’s playgrounds.
66/2020 Remote Meetings.
Due to vulnerable Councillors self-isolating or being unwell, the risk posted by having in person meetings, and the strict government Covid-19 emergency measures and social distancing rules, it was agreed that future meetings should be held in a location with internet so that people could participate from home via Cisco Webex.
67/2020 Resident’s Leaflets.
It was noted that nearly all the households in Drayton have received a leaflet from Drayton Parish Council offering support during this challenging Covid-19 crisis period, which leaflet explains thatthe Council is coordinating a volunteer programme to help those in the village who are self-isolating. It was also noted that so far we have had 18 volunteers and 15 requests for help.
68/2020 Community Support Working Group.
It was resolved to create this working group. Membership: Richard Wade (Chairperson), Tamsin Crane, Patricia Athawes (Vice Chairperson), Claire Woollard, Susan Harris.
