Minutes of the Drayton Parish Council Meeting

held on 9th July 2024 at 7:00pm in the Caudwell Day Centre

Present: Richard Wade (Chairperson), Graham Webb (Vice-Chairperson), Patricia Athawes (Vice-Chairperson), Elaine Wade, Pervin Shahin.

In attendance: Anita James (Clerk and RFO), Christopher Price (Deputy Clerk), Jonathan Fowler (Programme Manager).

Public: 1 member of the public was present.

127/2024 Apologies for Absence. Susan Harris, Adrian Cooke.

ACTION: Clerk to invite our new OCC Councillor and our MP to a future meeting.

128/2024 Declarations of Interest, Dispensations or Use of Delegated Powers. None.

129/2024 Public Participation. None.

130/2024 Chairperson’s Report (Richard Wade).

Abingdon Road / Henleys Lane Junction. It was noted that visibility is poor when pulling out of Henleys Lane. It was also noted that a mirror mounted on the opposite side of the road may make it safer.

131/2024 Report from VWHDC Councillor. Adrian Cooke was not present.

132/2024 Minutes of the Previous Parish Council Meetings.

a) Minutes of the Council meeting held on 18th June 2024. It was resolved to approve the minutes.

133/2024 Action Checklist. See Appendix A for this month’s action list. The following actions were updated:

Burial Ground Hedge Clearance. It was noted that the Southern edge is already getting overgrown. ACTION: Deputy Clerk to instruct the Village Caretaker to strim along the southern boundary.
Entrance Signs. It was noted that Elaine Wade has purchased the paint to paint the word ‘Drayton’ on the entrance signs.
Reservoir. It was noted that the Parish Council will be a statutory consultee and we need to have a planning meeting.
Next Finance Meeting. It was noted that the Caudwell Day Center is booked for the next Finance meeting on 30th July 2024 at 7pm. Action completed and removed.
Sutton Wick Lane Willow Trees. It was noted that the Deputy Clerk has obtained 2 more quotations. Action completed and removed. Matter continued under item 137/2024 b).
The Dovecote Residents’ Association. It was noted that a Councillor can be an observer rather than a board member on the management committee. It was also noted that we should also have a liaison representative for Manor Farm and Walnut Meadow developments. Action completed and removed.
FP16. It was noted that FP16 has been cleared by the Village Caretaker. Action completed and removed.

134/2024 Finance and Personnel Committee (See Appendix B).

a) Payments.

i) The list of payments was received and approved.

ii) The payments to be made following the meeting were approved.

iii) The two Councillors authorised to make the on-line payments between this and the next Parish Council meeting were Graham Webb and Patricia Athawes.

b) Bank Statements and Reconciliation. The bank statements and reconciliation for the quarter to 30th June 2024 were approved and signed.

c) Disposition of Council Funds. The disposition of council funds was received and noted.

135/2024 Planning Committee. See Appendix C. Graham Webb’s report was noted.

Planning Meeting. It was notedthat the Planning Committee need to have a meeting to discuss the reservoir.

136/2024 Neighbourhood Development Plan Working Group. Graham Webb’s report was noted.

Programme Managers Report. See Appendix D.

137/2024 Rights of Way & Conservation Working Group (Richard Wade).

a) Sutton Wick Lane Pond. Elaine Wade’s update was noted.

b) Sutton Wick Lane Willow Trees. It was noted that the Deputy Clerk has received 3 quotations to pollard the 3 willow trees around the pond. It was resolved to approve the cheapest quotation subject to background checks and approval from the VWHDC due to the trees being in a conservation area.

138/2024 Landscape Management Plan Working Group. It was noted that the grass cutting specification needs reviewing.

139/2024Public Art Working Group. (Pervin Shahin).

Village Trail / Footpaths. It was noted that Pervin Shahin has met with Abigail Brown (Arts Development Officer, VWHDC) and discussed her Public Art Wayfaring Walking Route proposal. It was also noted that landowners need to be consulted.

140/2024 Parish Online. It was noted that Parish Online offers an IT and communication interface, see www.zoho.com/cliq/ for details. Parish Online have offered the council a free trial for one year.

ACTION: Clerk to clarify some of the details of the Parish Online IT and communication interface.

141/2024 Items to be noted from Parish Councillors. None.

142/2024 Date of the next Meeting. 13th August 2024.

Appendix D

Programme Managers Report

Walnut Meadows: ETC sports (the supplier selected to construct the MUGA) have provided a design and details of the lighting scheme which will be submitted to VWHDC, along with plans for the Pavilion in order to obtain planning permission. The design of the MUGA needs an amendment prior to submission to VWHDC. It is anticipated construction of the MUGA will commence Sept/Oct.

In order not to delay the build, the NDP Working Group have agreed to purchase the fencing for the MUGA in advance of planning permission being obtained (the fencing has an 8-week lead time). This is considered low risk, as planning permission was previously granted for the MUGA in 2017 but will require a contract to be in place with ETC. Four potential suppliers have visited the site following the issue of the ITT for the sports pitch and drainage implementation. The closing date for responses is 15th July. The planning application I submitted to VWHDC for the discharge of conditions for the Hybrid planning approval has a target decision date of 9th July. Miller Homes have repaired the perimeter path at the Walnut Way PoS. They still have work to complete on the landscaping (replacement of dead trees and repair to a fence). The Parish Council caretaker is looking to undertake some repairs to the Heras fencing around the site following a complaint from a resident.

Traffic Calming: Another Teams meeting has been held with Milestone (OCC’s contractor). The topographical surveys have been delayed by a month and disappointingly, it looks as though the priority 1 schemes (new crossings, new raised platform, adjustment to Sutton Wick junction and work at Hilliat Fields) will use all of the S106 funding.

Manor Farm: Cala are still considering our offer to take over the Manor Farm PoS.
