of the Remote Meeting held on 2nd November 2020 at 7:30pm.

Drayton Parish Councillors Present: Tamsin Crane (Chairperson), Patricia Athawes (Vice Chairperson), Richard Wade, Pervin Shahin, Shane McAleavey (arrived at 7:35pm), Garin Schoonhoven, Irma Schoonhoven, Claire Woollard, Graham Webb, Natasha Brand.

Drayton Parish Councillors Not Present: Susan Harris.

In attendance: Lorraine Watling (Clerk and RFO), Christopher Price (Deputy Clerk), Andrew Cooke (VWHDC) (left at 8:09pm), Richard Webber (OCC) (arrived at 7:50pm and left at 8:09pm).

Public: Timothy Atkins (Allotment Warden).

176/2020 Apologies for Absence. Susan Harris.

177/2020 Declarations of Interest, Dispensations or Use of Delegated Powers.

Claire Woollard has an interest in the Walnut Meadow development by virtue of being a resident on this development. Tamsin Crane has an interest in the Manor Farm development by virtue of being a resident on this development. Richard Wade has interests in the Millennium Green by virtue of being a member of the Millennium Green Trust Committee and the Allotments through being an allotment holder. Susan Harris has an interest in the Manor Farm development by virtue of being a resident on this development. Garin Schoonhoven and Irma Schoonhoven both have interests in the Dovecote development, by virtue of being residents on this development and a member of the residents’ association, and in the Allotments by virtue of being allotment holders.

178/2020 Report from VWHDC Councillor Adrian Cooke.

a) Sewers. It was noted that Adrian Cooke is trying to resolve the issue with the sewers overflowing in the High Street.

b) Walnut Meadow Sports Field. It was noted that Adrian Cooke is trying to resolve the issue with the level of the sports field being too high due to the waste material buried by Miller Homes. It was also noted that Miller Homes have submitted a drawing to re-level the land that has been forwarded to VWHDC Planning Enforcement.

c) Coronavirus / Covid-19. It was noted that the country is about to go into a second lock down.

d) East Way BW1 Potholes. It was noted that the Deputy Clerk had inspected East Way and confirmed the work had been done with respect to the following – P15/V2828/FUL planning condition 7: The bridleway and driveway which form the proposed access to the site shall be upgraded.

e) Abingdon Road / Manor Farm Raised Platform. It was noted that the raised platform should be redone to the correct specification this week.

f) Planning White Paper consultation: The District Council has submitted its opposition to the Governments new planning white paper.

179/2020 Report from OCC Councillor Richard Webber.

a) Coronavirus / Covid-19. It was noted that schools may need to shut if the levels of Covid do not decrease. The main problem is within secondary schools, with primary schools being less affected.

b) Brexit. It was noted that there are concerns about Portsmouth’s ability to cope with increased traffic. This might impact upon the A34. It is unlikely that there will be food shortages but there could be a smaller range that could cost more.

c) Councillor Priority Fund. It was noted that Richard Webber has £3,000.00 allocated for Drayton. Suggestions included: Trees planting, hedge planting, flower planting and Sutton Wick pond clearance if the adjacent neighbours are willing to contribute.

ACTION: proposals to be circulated for discussion at the December meeting.

d) Light Pollution. It was noted that Drayton is suffering from light pollution from new LED street lights, which could also effect wildlife. It was suggested that it may be possible to dim these street lights on a timer.

ACTION: Richard Webber agreed to look into whether this is possible.

180/2020 Allotments.

(a) Inspection. It was agreed to conduct an allotment inspection because there are a number of allotment plots that are currently in need of attention, and a waiting list of residents waiting for a plot.

ACTION: Tamsin Crane, Natasha Brand, the Deputy Clerk, Timothy Atkins (Allotment Warden) to conduct an allotment inspection on 3rd November 2020.

(b) Water. It was agreed to order the 4 water troughs and associated hardware as approved in the July meeting.

ACTION: The Clerk will order the 4 water troughs and associated hardware.

181/2020 Public Participation. None.

182/2020 Minutes of the Previous Parish Council Meeting. The minutes of the previous Parish Council meeting were approved and signed by the Chairperson.

183/2020 Action Checklist from the Previous Meeting. Was reviewed and updated. See Appendix A.

184/2020 Finance and Personnel Committee (Patricia Athawes). See Appendix B.

a) Payments. The list of September payments for approval at the October meeting had been circulated prior to the meeting. The 2 councillors authorised by the Council to approve the online payments at the beginning of September were Patricia Athawes and Graham Webb.

b) Bank Reconciliation had been circulated prior to the meeting and was noted.

c) Disposition of Council Funds had been circulated prior to the meeting and was noted.

d) Finance and Personnel Committee Meeting. The draft minutes of the Finance and Personnel Committee Meeting held on 19th October 2020 were noted. It was also noted that the price for cleaning the bus shelters needs amending before these minutes are approved.

e) Appointment of the Internal Auditor 2020-21. It was resolved to appoint IAC Audit Consultancy as the internal auditors for 2020-21 at a cost of £365.00 + VAT.

f) Budget Review. It was resolved to allow the Clerk to amend the budget within the alpha accounts package.

g) S137 Grant Application. Cauldwell Day Centre for £6,000.00. It was resolved to approve this s137 grant application which will be spent on upgrading the facility.

It was agreed to make the grant payment next week so that the refurbishment work can be undertaken during the Coronavirus / Covid-19 lock down. The Parish Council will advise the Caudwell Day Centre committee that Cllr Wade is available to provide them with help or advice if required.

ACTION: Clerk to email the Cauldwell Day Centre to ask them to investigate the cost of installing wifi, and liaise about lockable storage for the proposed PC projector and screen.

185/2020 Planning Committee (Graham Webb). See Appendix C.

Government Planning White Paper Consultation. It was noted that the Parish Council had submitted a response to the consultation. Cllrs G Schoonhoven and Webb were thanked for drafting the Council’s response.

186/2020 Neighbourhood Development Plan Working Group.

Project Manager Position. It was noted that the job specification has been written. The Chairman will circulate it to all Cllrs. The Finance and General Purposes Committee will review the documents associated with this vacancy and make a recommendation for consideration by full council in December.

187/2020 Public Art Working Group (Pervin Shahin).

a) Entrance Gates to the Village. It was noted that the 3 sites for the entrance gates were agreed during a site visit on 21st October 2020 with the artist and OCC highways. It was also noted that a village consultation on the final proposed designs will proceed in due course. The PC is currently awaiting official confirmation from the DC that the s106 funds application has been approved. When this arrives the commissioning letter will be sent to the artists.

b) Walnut Shaped Bollards for the Village Green. It was noted that the Clerk is currently completing the S106 application for submission to the District Council.

ACTION: Clerk to ask the artist to submit 3 or 4 suggestions for possible siting of the walnuts on the village green.

c) Mosaic in the Village Hall. It was confirmed that this project will go ahead.

188/2020 Burial Ground.

a) Wedge Shaped Tablets on Cremation Plots. It was resolved to approve a revised rule to allow wedged shaped memorials on cremation plots.

b) Reserved Plot Policy. It was resolved that it will no longer be possible to reserve a plot in the burial ground in advance.

Reserved Business. Exclusion of the Public and Press. In view of the nature of the business to be transacted any members of the public and press were temporarily excluded from the meeting (Public Bodies (Admission to Meetings) Act 1960 s.1).

189/2020 Burial Ground Covenant. The Council was updated about a recent meeting.

Book Memorials. The Council Agreed to allow book memorials in the burial ground.
